The U.S. isn't the only place that water is used against the people.  My brother lived in England for awhile, he said that in London people get fined for collecting rainwater coming off their roof.

Next thing you know, they'll be telling people they have to wear special collars that count how many times a day they breath in.  That way, they can start taxing people for air.  It's amazing how we've let bureaucracy invade our lives.  100 years ago, if someone tried to make you pay a tax on rainwater from your roof, they'd have been paid in buckshot.
